हम सोचते हैं (भाग 1) - ‘ये तेरा घर, ये मेरा घर’

हम सोच ही रहें थे कि ऐसा अब तक क्यों नहीं हुआ कि बयान आया – नए तेलेंगाना राज्य में आंध्रा मूल के राज्य कर्मचारियों की जरूरत नहीं हैं। तेलेंगाना राष्ट्र समिति के अध्यक्ष का यह बयान मूलत: तेलेंगाना निवासियों के हित में बोला गया – आंध्रा मूल के कर्मचारी नहीं रहेंगे तो उनकी जगह तेलेंगाना के लोग लेंगे। बेरोजगारी घटेगी और तेलेंगाना आंध्रा कोलोनियलिस्म से आजाद होगा। सच पूछिए तो हमें इस तरह की सोच बड़ी ही अच्छी लगती है। बेरोजगारी और गरीबी हटाने के लिए ही तो नए राज्य का गठन हुआ है – और बेरोजगारी तब ही घट सकती है जब सरकारी नौकरियाँ जेब में हो। इंडस्ट्रीज तो जब आयेंगी तब आयेंगी – हो सकता है नहीं भी आयें। तब तक गरीब और बेरोजगार को कोई झुनझुना तो देना होगा न। बहुत सारे आंध्रा मूल के कर्मचारियों ने नए तेलेंगाना के विकास के लिए बहुत कुछ किया होगा; अपनी भावनाएँ उस भौगोलिक खंड के साथ जोड़ी होंगी; वहाँ निवेश किया होगा। उनको तिरस्कृत करके निकालने से नए प्रदेश के स्वाभिमान का उदय होगा।

अभी हम इन सारे पक्षों के बारे में ठीक से सोच भी ना पाए थे कि महाराष्ट्र से नया बयान आया – अगर गुजरात इतना ही अच्छा कर रहा है तो सारे गुजराती लौट क्यों नहीं जाते? प्रश्न तो काफी सटीक हैं। क्यों भई? तुम्हारा प्रदेश अच्छा कर रहा है – अब तुम लौटों। हमें इससे कोई मतलब नहीं है कि तुमनें अपने पसीने से हमारी जमीन को सींचा है; हमारे तथाकठित मूलनिवासियों को रोजगार दिया है और हमारे राज्य की समृद्धि को और बढ़ाया है। अब कोई सवाल जवाब नहीं – तुम तो बस अब लौटो। हम सोचे कि कुछ वर्ष पहले जब बिहार कुछ ही अच्छा करना शुरु किया था और मजदूर वापस जाने लगे थे तो पंजाब के किसानों और महाराष्ट्र के व्यवसायियों की मुश्किलें बढ़ गईं थी। अभी भी कुछ वैसे ही हालात पैदा ना हो जाएँ।

जब तक हम यह विश्लेषण करते की महाराष्ट्र के उन नेताजी की बातों को कितनी गंभीरता से लिया जाएगा कि उमर साहेब ने अपनी चिंता जगजाहिर कर दी – परवेज रसूल के गिरते मनोबल बारे में। भई, कश्मीर का है तो खिलाओगे नहीं? उन्होने पूछ ही लिया। अगर रसूल (या फिर कश्मीर?) का मनोबल ही गिराना था तो जिंबाब्वे क्यों ले गए – यहीं  गिरा देते? कितनी सही बात कही है – ऐसा पहले कभी हुआ है कि किसी खिलाड़ी को किसी टूर (दौरे) पर ले गए हों और एक भी मैच नही खिलाया हो? उमर साहेब जरा दिमाग पर जोर दीजिए और इस सवाल का जवाब हमें भी बताईए।

एक ही दिन में इस तरह की ये तेरा घर, ये मेरा घर वाली घटनाएँ, कहीं आने वाले समय की तस्वीर तो नहीं बयाँ कर रहें। जब महाराष्ट्र, तमिलनाडू के पास कारखानें तो होंगे पर बिजली की किल्ल्त होगी क्योंकि ओडिसा, झारखंड, छत्तीसगढ़ और बंगाल सभी को कोयला देने से मना कर देंगे; पंजाब और हरियाणा के पास सिंचाई वाली जमीन तो होंगी पर मेहनत करने के लिए उतने मजदूर नहीं; कर्णाटक में कौलेजेस होंगे स्टूडेंट्स नहीं; बिहार, यू.पी में लोग होंगे और काम नहीं; और पता नहीं क्या क्या। आप सोच सकते हैं कि ऐसी अनगिणत संभावनाएँ हैं – क्या आप ऐसी संभावनाओं में जीना पसंद करेंगे?

क्षेत्रवाद एक हद तक जरूरी है – एक भौगोलिक खंड या समाज के विकास की जरूरतें दूसरे से अलग हो सकती हैं और होती हैं। पर क्षेत्रवाद एक सीमा के बाद समाज पर भारी पड़ने लगता है। हम सभी को अपने प्रांत पर गर्व होता है (कभी उसके अतीत पर और कभी वर्तमान पर) और होना भी चाहिए। पर हम यह भी नहीं भूल सकते कि हम द्वीप नहीं हैं। हमारी सुंदरता हमारी परस्पर निर्भरता (इंटरडिपेंडेंस) से बढ़ती है घटती नहीं। खत्म करते वक्त स्वदेस फिल्म का वह गाना याद आ रहा है – यह तारा, वह तारा, हर तारा; देखो जिसे भी लगे प्यारा। ये सब साथ में; जो हैं रात में; तो जगमगाया आसमान सारा।

Very relevant points have been made.... The Indian Union is constantly behaving like EU(Union of independent nations) rather than a single country...
Even in the General Elections, every state votes for its own government rather than for a central government....Democracy may have succeeded to a large extent in India but it has been a very customized one, where voters are only educated (or not educated) to the point that it benefits the ruling class.
